Tools for drawing up commitment plans

Hello dear participant !

Welcome once again to our training workshop on drawing up and updating commitment plans,

In this sequence 9, we will define the concept of Procurement Plan and give its presentation format.

The Procurement Plan is an annual planning tool for the award and execution of contracts financed or co-financed by the State budget, the budget of other public entities and external funds.

Its purpose is to:

  • – identify the contracts included in the budget of a ministry or institution for a given financial year and,
  • – draw up official timetables for the award and execution of these contracts.

There are two types of Procurement Plans in relation to budget programming: the Simplified Procurement Plan and the Consolidated Procurement Plan.

The Simplified Procurement Plan is a table summarizing the forecasts for the award and execution of contracts, together with a “monthly schedule of commitments” to be provided for the payment of the related public contracts. Depending on when it was drawn up, it may be described as initial, validated or updated.

The Simplified Procurement Plan provides full details of each contract, including:

  • – The subject of the service;
  • – The contract award procedure;
  • – The estimated cost of the service;
  • – Source of funding;
  • – Budgetary allocation (economic classification)
  • – Dates (for launching the procedure, awarding the contract, starting the services, completing the services);
  • – The schedule of probable disbursements;
  • – Any other information relevant to the management of public contracts

The Consolidated Procurement Plan is a summary matrix obtained by consolidating the various Simplified Procurement Plans, according to the economic nature of the expenditure and, where applicable, by assigning the administration according to their main mission.

Each ministry produces its own Simplified Procurement Plan, after which MINMAP, the Ministry in charge of public procurement, combines all these simplified plans into a Consolidated Procurement Plan.

From this sequence, you should remember that the Procurement Plan is a tool for the annual planning of procurement and contract execution operations. You will distinguish between the Simplified Procurement Plan and the Consolidated Procurement Plan. The former is drawn up by each ministry or administration, while the latter is produced by MINMAP by consolidating the Simplified Plans.
