About Course
Subject: Construction and equipping of an office building.
MINEDUB is planning to build a 3-storey building next year, which will be fitted out with office furniture and computer equipment. A wired network will connect all the building’s computers. This building is a prerequisite for the start of digital educational resource production activities, so it’s very important that the work proceeds according to schedule.
Information from the Annual Work Plan (AWP):
The construction of the fully-equipped building is Activity 1 of Action 01 of Program 196 of MINEDUB’s Annual Work Plan (AWP). The AWP indicates that 480 million euros have been earmarked for this activity. The activity is broken down into 5 tasks:
| Task | description | Paragraph | Cost |
| Task 1 | Construction of the building | 52310 | 378 millions |
| Task 2 | Quality control mission | 36131 | 42 millions |
| Task 3 | Purchase of office material | 36013 | 30 millions |
| Task 4 | Purchase of computer equipment | 36012 | 20 millions |
| Task 5 | Installation of the computer network | 5236 | 10 millions |
Information from the Simplified Procurement Plan:
This activity has given rise to a public procurement contract which has been split into 5 lots, one for each task. The contracting process has been completed. All lots have been awarded.
Lot 1 (construction of the building) will be the subject of 3 breakdowns for the construction and 3 breakdowns for the inspection mission.:
| Settlement description/downward payments | Construction | Contrôle |
| 1) Structural work | 180 millions | 20 millions |
| 2) Carpentry-plumbing-electricity-painting-tiles | 180 millions | 20 millions |
| 3) External fittings | 18 millions | 2 millions |
Construction of the building is scheduled to start in March and last 5 months. Structural work is scheduled for completion at the end of May. External fittings in June, computer networking in July, carpentry-plumbing-electricity-painting in August. Materials and IT equipment are due for delivery in September.
The aim of this case study is to extract the elements needed to draw up a Sector Commitment Plan. For the sake of simplicity, we have limited ourselves to a single activity, but the elements derived from this activity can be generalized to produce a Sectoral Commitment Plan.
