Tools for drawing up commitment plans

Welcome to our training workshop on drawing up and updating commitment plans,

In this sequence 10, we will establish the link between the Commitment Plan and the Procurement Plan.

Procurement Plans (PP), or more precisely Simplified Procurement Plans (SPP), contribute to the preparation of Sectoral Commitment Plans by providing the necessary information on the physical and financial implementation conditions of the activities carried out as part of the procurement procedure.

The SPP summarizes the contract award and performance forecasts, together with a monthly schedule of commitments. The Simplified Procurement Plan therefore makes it possible to make reliable and realistic projections on the settlement of public contracts in terms of commitment, liquidation and payment authorisation.

At sector level (i.e. at the level of a ministry or administration), the Simplified Procurement Plan serves as the basis for drawing up the sectoral commitment plan, to which it provides, for each month, the forecasts for the commitment and liquidation of public procurement expenditure.

At national level, the consolidated PP, which results from the consolidation of the sectoral PPs, feeds into the Consolidated Commitment Plan (CCP), which in turn feeds into the Cash position Plan (CPP). The PPs therefore provide an indication of the sincerity and realism of the programming of the use of appropriations from the Sectoral Commitment Plans.

From this sequence, you should remember that the Procurement Plans contribute to the preparation of the Commitment Plans by providing information on the physical and financial implementation conditions of the activities carried out as part of the procurement procedure.
