Welcome to our training workshop on drawing up and updating commitment plans.
In this sequence 21, we will focus on the “Actors in the process of drawing up and updating Commitment Plans within ministries and institutions.”
The drawing up of Commitment Plans involves a number of actors, whose responsibilities deserve clarification. They fall into two broad categories:
- – Actors within ministries and institutions;
- – Actors who are part of central coordination.
At the ministry and institution level, four main actors are identified:
- – Programme managers: responsible for programme management and coordination. It is within this framework that they develop operational planning tools, including the Commitment Plan. To this end, they develop the programme’s AWPs and PPs, which serve as inputs for the production of the Commitment Plan. In addition, they participate in the dialogue organized at the ministerial level for the drawing up and updating of the sectoral commitment plan.
- – The head of the ministerial finance function: Responsible for preparing and executing the ministry or institution’s budget, they produce the SCP to be submitted for approval to the head of the ministerial department after consolidating the data from the SCP prepared at the programme level. They also monitor the execution of the SCP and prepare the related reports. Furthermore, they are the contact person for the authority responsible for budget regulation and ensure the implementation of the update instructions from the CCP. To this end, they participate in all meetings for reviewing and validating the SCP, including budget conferences and conferences specifically for updating the SCP.
- – The head of the ministerial department or the president of a constitutional body: They appoint the programme manager and specify the conditions under which the authorizing officer’s powers are delegated to them. They validate the structure’s SCP as well as all documents attached to it and transmitted to the DGB. He organizes the strategic management dialogue, which must focus, among other things, on the definition of the final CCP profile and the consideration of instructions arising from the DGB’s decisions in the drawing up of the SCP.
- – The finance controller: He monitors budgetary sustainability through the opinion he provides on the sincerity and sustainability of expenditure commitment plans.
From this sequence, you should remember that the actors in the process of drawing up and updating Commitment Plans within a ministry or institution are: programme managers, the head of the ministerial finance function, the head of a ministerial department or the president of a constitutional body, and the finance controller.
